Introduction: The seminar held in Urumqi in 2000 focused on the relationship between the development of western China and the capital attraction of mining industry. More than 120 Chinese and foreign delegates attended the meeting. For the first time, the World Bank Group co-sponsored the meeting. It is the first conference in the mining field after the implementing of the Western China Development Strategy. It was proposed that the level of opening up to the outside world for mineral exploration and development in western China should be improved, the intensity of mineral exploration in western China should be increased, and the focus of China's mining industry should be gradually shifted to the west. Later, The General Office of the State Council forwarded "Several Opinions on Further Encouraging Foreign Investment in Exploration and Exploitation of Non-oil and gas Mineral Resources" pubulishend by the Ministry of Land and Resources and other six departments to provide support for attracting foreign investment in mineral resources in western China.
